Yes, Windows Server 2025 User CALs are the corresponding access rights for users accessing Windows Server 2025 Standard. Microsoft states that Standard and Datacenter editions require Windows Server CALs for users or devices accessing the server, except for defined exemptions. A Windows Server 2025 CAL also permits the assigned user to access instances of earlier Windows Server versions, but not later versions. This makes the 2025 Server plus 2025 CAL combination correctly version-aligned.
Set up Windows Server 2025 Standard first and determine which users will access it; base Windows Server User CALs are then assigned to those users rather than installed as applications on their PCs. There is therefore no software installation dependency between the two components. Microsoft requires the appropriate CAL to be acquired and assigned to each user or device that directly or indirectly accesses the server, unless an exception applies. Allowing normal users to access the server without the required CAL assignment creates a licensing-compliance problem rather than an operating-system installation failure.
This bundle fits a deployment where one Windows Server 2025 Standard system will provide server resources to five individually assigned users. User CALs are particularly appropriate when those people may reach the server from more than one workstation or device, because Microsoft defines a User CAL as allowing one assigned user to access the licensed servers from any device. The combination therefore covers both the server side and five user-access assignments. That argument does not apply if access is better licensed by device, if fewer or more than five User CALs are required, or if the server edition itself is not needed.
Buy the products separately if you already have either the required Windows Server 2025 Standard coverage or enough suitable Windows Server CALs. You should also choose CALs separately when the number of accessing users differs from five or when Device CALs better match shared-computer usage. Windows Server Standard may also be unnecessary where the more restricted Essentials offering fits the intended environment, while heavily virtualized deployments may justify evaluating Datacenter instead. The bundle should reflect the actual server edition and access model rather than simply adding CALs automatically.
This bundle does not include the additional access rights required for Remote Desktop Services. Microsoft specifies that an RDS CAL is required in addition to the base Windows Server CAL when a user or device accesses Remote Desktop Services functionality. Active Directory Rights Management Services likewise requires its corresponding additional CAL when that functionality is accessed. The five included User CALs should therefore not be interpreted as five RDS user entitlements.
