It adds licensed core coverage to a server already running Windows Server 2019 Datacenter, without installing any software. Windows Server 2019 uses a per-core model where every physical core on the host must be licensed, with a minimum of 8 cores per processor and 16 cores per server. A base Datacenter license covers the first 16 cores; the add-on covers each additional core in 2-core or 16-core packs. For example, a single-socket 24-core server needs the 16-core base plus eight add-on cores to reach 24 licensed cores.
Yes. The add-on is an additional license only and ships with no installation media and no product key. You must already own or buy a Windows Server 2019 Datacenter base license, which carries the media and key and covers the first 16 cores. The add-on exists purely to license cores beyond that base count, so buying it alone leaves a server unlicensed and unable to activate. Check your host's physical core count first, then buy enough add-on cores to cover everything above 16.
Both editions use the same per-core math and the same 16-core minimum, but their virtualization rights differ sharply. Datacenter grants unlimited Windows Server VMs and Hyper-V containers once all physical cores are licensed, while Standard permits only two operating system environments per fully licensed set of cores. Datacenter also adds Storage Spaces Direct, Shielded VMs, full Storage Replica, and the network controller, which Standard does not include in full. On dense hosts running many VMs, Datacenter core add-ons cost less than re-licensing every core repeatedly to add VM pairs under Standard.

No. The add-on covers server cores only and includes no CALs of any kind. Under the Per Core/CAL model, every user or device that connects to the server still needs a separate Windows Server CAL, and remote desktop sessions additionally require an RDS CAL. The core add-on neither adds nor reduces this CAL obligation. Plan CALs separately based on how many people or devices will actually access the server.
Count every physical core on the server, then subtract the 16 cores already covered by the base license; the remainder is what the add-on must cover. Because the rule requires all physical cores to be licensed, partial coverage does not make the server compliant. A dual-socket host with two 12-core CPUs has 24 cores total, so beyond the 16-core base you need 8 more add-on cores. Packs come in 2-core and 16-core units, letting you match unusual core counts precisely.
Confirm three things: that you already hold a matching Windows Server 2019 Datacenter base license, that your edition and version match exactly, and that your total physical core count exceeds 16. The add-on only makes sense once you are past the 16 cores the base license covers. If you run a 16-core host, you need no add-on at all. Verify the host's real core count in firmware or with system tools before ordering, since both over-buying and under-buying cause problems.

keys.express and keys.discount also provides a template revocation form. In order to comply with the revocation period, it is sufficient to send the notification of the exercise of the right of revocation to Keys Distribution Ltd before the end of the revocation period.
If you revoke this contract, we must reimburse you for all payments which we have received from you for the corresponding order, including delivery costs (with the exception of additional costs which result from the fact that you have chosen a different type of delivery than the cheapest standard delivery offered by us), immediately and at the latest within fourteen calendar days from the day on which we receive notification of your revocation of this contract. For this repayment we will usually use the same means of payment that you used for the original transaction, unless expressly agreed otherwise with you. In no case will you be charged for this refund.
