Windows Server 2025 Standard 16-core Key (1 User) – Windows Server 2025 Standard provides the server operating system and core server roles. Compared with Essentials, Standard supports broader deployments and virtualization; additional Windows Server CALs and additive services such as RDS access are not included.

Windows Server 2025 User CAL Key (5) – Five User CALs provide Windows Server access rights for five assigned users, each using any device. Unlike Device CALs, they follow the user rather than one device; Remote Desktop Services CALs are not included.

Important Information:

This product allows a one-time activation for one device. Once used, it cannot be used again, not even for the same device.

Why buy Windows Server 2025 Standard 16-core Key (1 User) and Windows Server 2025 User CAL Key (5) together?

This combination is intended for deploying Windows Server 2025 Standard and giving five assigned users the corresponding Windows Server access rights. Microsoft separates the core-based server entitlement from Client Access Licenses and requires an appropriate CAL for each user or device accessing Windows Server, subject to Microsoft's stated exceptions.

Server foundation – Standard supplies the Windows Server operating environment.
User access – Five CALs cover five assigned accessing users.
Multiple devices – Each assigned user can connect from different devices.
Version alignment – 2025 CALs cover 2025 and earlier versions.
Separate rights – Server core coverage does not replace user CALs.
RDS excluded – Remote Desktop Services requires additional RDS CALs.

Do Windows Server 2025 Standard and Windows Server 2025 User CALs work together?

Yes, Windows Server 2025 User CALs are the corresponding access rights for users accessing Windows Server 2025 Standard. Microsoft states that Standard and Datacenter editions require Windows Server CALs for users or devices accessing the server, except for defined exemptions. A Windows Server 2025 CAL also permits the assigned user to access instances of earlier Windows Server versions, but not later versions. This makes the 2025 Server plus 2025 CAL combination correctly version-aligned.

Which should be set up first: Windows Server or the User CALs?

Set up Windows Server 2025 Standard first and determine which users will access it; base Windows Server User CALs are then assigned to those users rather than installed as applications on their PCs. There is therefore no software installation dependency between the two components. Microsoft requires the appropriate CAL to be acquired and assigned to each user or device that directly or indirectly accesses the server, unless an exception applies. Allowing normal users to access the server without the required CAL assignment creates a licensing-compliance problem rather than an operating-system installation failure.

Who is this Windows Server 2025 Standard and 5 User CAL bundle for?

This bundle fits a deployment where one Windows Server 2025 Standard system will provide server resources to five individually assigned users. User CALs are particularly appropriate when those people may reach the server from more than one workstation or device, because Microsoft defines a User CAL as allowing one assigned user to access the licensed servers from any device. The combination therefore covers both the server side and five user-access assignments. That argument does not apply if access is better licensed by device, if fewer or more than five User CALs are required, or if the server edition itself is not needed.

When should you buy the products separately instead?

Buy the products separately if you already have either the required Windows Server 2025 Standard coverage or enough suitable Windows Server CALs. You should also choose CALs separately when the number of accessing users differs from five or when Device CALs better match shared-computer usage. Windows Server Standard may also be unnecessary where the more restricted Essentials offering fits the intended environment, while heavily virtualized deployments may justify evaluating Datacenter instead. The bundle should reflect the actual server edition and access model rather than simply adding CALs automatically.

What is not covered by this bundle?

This bundle does not include the additional access rights required for Remote Desktop Services. Microsoft specifies that an RDS CAL is required in addition to the base Windows Server CAL when a user or device accesses Remote Desktop Services functionality. Active Directory Rights Management Services likewise requires its corresponding additional CAL when that functionality is accessed. The five included User CALs should therefore not be interpreted as five RDS user entitlements.

Frequently asked questions about Windows Server 2025 Standard 16-core & 5 User CAL

Does Windows Server 2025 Standard already include five User CALs?

No. Microsoft treats the core-based Windows Server entitlement and the CALs used for user or device access as separate requirements. The five User CALs in this bundle provide the access component for five assigned users.

Can the five User CALs be used with older Windows Server versions?

Yes. Microsoft's Windows Server 2025 terms state that CALs permit access to instances of earlier Windows Server versions as well as the corresponding version. They do not provide access rights for later Windows Server versions.

Would Device CALs be better for shared computers?

They can be. Microsoft defines a Device CAL as allowing one assigned device, used by any user, to access the licensed servers, while a User CAL follows one assigned user using any device. A workplace with many users sharing a smaller number of computers should therefore compare the Device CAL model before choosing this bundle.

Legal Information

Legal Information About Our Products

keys.express and keys.discount are online platforms for product keys. The product keys available in our shops for Windows and other software are inexpensive, secure, legal and come with an activation guarantee.

Below you will find the most important legal information about our products.

Unused and Non-Activated Product Keys

We offer exclusively unused and non-activated product keys. The keys have never been redeemed for activation and are fully available to the purchaser for the first-time activation of the respective product. A key that has already been redeemed could no longer be used for a new activation and is therefore not offered by us.

Trading in these product keys is permissible in the European Union and in Switzerland under current case law, provided that the necessary conditions are met. These conditions are as follows:

The software must originally have been placed on the market with the consent of the rightholder within the territory of the EU, another contracting state of the EEA, or Switzerland by way of sale.
The license for the software must have been granted in return for the payment of a fee intended to enable the rightholder to obtain remuneration corresponding to the economic value of the copy of the software.
The rightholder must have granted the first acquirer the right to use the software permanently (for an unlimited period).
Any improvements and updates that the subsequently downloaded computer program has compared to the originally downloaded one must be covered by a maintenance agreement concluded between the rightholder and the first acquirer.
The original licensee must have made their own copies unusable.

This trade is legally permissible because the underlying license was already placed on the market with the consent of the rightholder within the EU/EEA or Switzerland in return for appropriate remuneration. As a result, the so-called principle of exhaustion has taken effect, which permits the resale of individual product keys — in particular those originating from volume license agreements. Microsoft or the respective software provider has already received appropriate remuneration for this.

keys.express and keys.discount ensure that the aforementioned conditions are met and that the lawful use of the software is guaranteed. The requirements arising from European legislation are also observed in Switzerland.

Important note: The acquisition of a product key through the transmission of a combination of numbers and letters in digital form does not, in itself, constitute a license for the lawful use of the program. The license only arises from the respective installation and the associated acceptance of the manufacturer's terms of use.

Overview of the Most Important Legal Information

We offer unused, non-activated product keys for the activation of the respective computer programs. The key alone is not yet a license.
The license only arises from the respective installation and the resulting acceptance of the terms of use. These terms of use govern the right to use the software between you and the respective manufacturer.
The principle of exhaustion has, as a rule, taken effect — i.e. the license is "used up" — as soon as it was lawfully placed on the market for the first time. The products concerned are software placed on the market for unlimited-time use in the form of an activatable product key with the option to download the program. Microsoft or the respective software provider has received appropriate remuneration for this.
You gain access to particularly attractively priced product keys from volume license agreements, which are to be treated legally in the same way as parts of volume licenses upon first acquisition.
The software itself is always the same original software that is also obtained through official download channels or manufacturer sources. You are therefore not paying for a different or inferior version, but for a valid activation key or a corresponding license.
