Microsoft names two rules: two products with the same version but different installation technologies cannot share a computer, and two products of different versions cannot both use Click-to-Run when they have overlapping applications. Neither rule is what stops an Office 2021 suite from taking a Project 2024 key, because both use Click-to-Run and both report version 16.0. The rule that does is separate: products installed on the same computer must use the same update channel, and each perpetual generation has its own. Microsoft 365 Apps is the exception in the other direction, listed as a supported partner for 2024 products from version 2408 onwards.
Because of the installer, not the year. Microsoft lists Office 2016 as the only release in this range that can be installed with Windows Installer, while everything from Office 2019 onwards uses Click-to-Run, and all of these releases report the same version number, 16.0.
