What are the main features and advantages of Microsoft SQL 2022 User CAL?
User access – License one user across multiple devices.
Compliance clarity – Keep licensing aligned with user assignments.
Remote work – Support access from office or anywhere.
Cost control – Match licenses to real user needs.
Team scaling – Add users without re-licensing every device.
Admin simplicity – Easier tracking than device-based access.
This product allows a one-time activation for one device. Once used, it cannot be used again, not even for the same device.
A key can activate the software once.
Access right – Legal permission for one person to use SQL Server.
Per-user model – Covers that user across any number of devices.
Server pairing – Works with a Server + CAL Standard licence.
Downgrade rights – Valid for SQL Server 2022, 2019 and 2017.
No install key – It is a licence right, nothing to install.
Core Capacity – Server + CAL applies to Standard edition only.
A SQL Server 2022 User CAL is a Client Access Licence that legally authorises one named person to connect to a SQL Server instance licensed under the Server + CAL model. It is paired with a SQL Server Standard server licence and is not a product key or installable component.
Device freedom – One user connects from laptop, desktop and mobile.
Predictable cost – Cheaper when users are fewer than devices.
Audit ready – Clean per-person count for compliance records.
Backward access – Also covers older 2019 and 2017 servers.
Staff scaling – Add one CAL per new employee who connects.
No core counting – Avoids per-core math for small user groups.
A SQL Server 2022 User CAL grants one named person the legal right to access a SQL Server instance licensed under the Server + CAL model. It is not a product key and nothing is installed on the server, since a CAL is a licensing entitlement rather than software. Every user who connects to the database directly or through an application needs their own CAL when the server uses Server + CAL licensing. You assign the CAL to the individual, so that person stays covered whether they connect from a workstation, a laptop, or a remote session.
A User CAL is tied to a person and lets that person reach SQL Server from any number of devices, while a Device CAL is tied to a single device that any number of users can share. Choose User CALs when employees use several devices each, such as a desktop plus a laptop plus a phone. Choose Device CALs when many people share a small pool of machines, such as shift workers on shared terminals. You can mix both types in one environment, but each connecting user or device must be covered by exactly one matching CAL.
No. A User CAL only grants access rights and must be paired with a separate SQL Server server licence; on its own it does not let you install or run SQL Server. Under the Server + CAL model you buy one server licence per server plus one CAL for every user that connects. This model is available for SQL Server Standard edition only, since Enterprise edition is sold exclusively under per-core licensing. If you license SQL Server per core instead, you do not need any CALs at all.
Yes. A SQL Server 2022 User CAL covers access to SQL Server 2022 and earlier versions such as 2019 and 2017, because CALs are backward compatible but not forward compatible. An older 2017 CAL cannot legally be used to reach a 2022 server, so the CAL version must match or exceed the server version. This matters when you run mixed environments or plan an upgrade, because you can buy current 2022 CALs now and still stay compliant on older instances. Keep documentation of your total CAL count, as a CAL is a paper right rather than something tracked or activated on the server.
User CALs are usually the cheaper choice for internal line-of-business applications with a known, limited number of named users, while per-core licensing fits internet-facing systems or workloads where you cannot reliably count users. The Server + CAL model is restricted to SQL Server Standard, so if you need Enterprise features you are committed to per-core regardless of user count. As a practical check, compare the total cost of one server licence plus your expected CAL count against the per-core cost for your server's cores. If your user population is small and stable, the Server + CAL route with User CALs typically wins.
Before buying, confirm that your SQL Server is licensed under the Server + CAL model and runs Standard edition, since User CALs do not apply to per-core or Enterprise deployments. Count every distinct person who connects, including those reaching the database indirectly through an application, because multiplexing through middleware does not remove the CAL requirement. Make sure you also hold a valid SQL Server server licence, as the CAL alone does not permit installation. Finally, verify the CAL version is 2022 or higher if any server in scope is SQL Server 2022, because older CALs will not cover it.
| Important | To use Microsoft SQL 2022 User CAL, your SQL Server 2022 host must meet the SQL Server 2022 hardware and software requirements. A User CAL is a license, not software, and it grants one user the right to access SQL Server services under the Server plus CAL licensing model. |
