A User CAL is tied to a person and lets that person reach SQL Server from any number of devices, while a Device CAL is tied to a single device that any number of users can share. Choose User CALs when employees use several devices each, such as a desktop plus a laptop plus a phone. Choose Device CALs when many people share a small pool of machines, such as shift workers on shared terminals. You can mix both types in one environment, but each connecting user or device must be covered by exactly one matching CAL.
