Microsoft lists Office 2016 as the only release in this range that can be installed with Windows Installer, while everything from Office 2019 onwards uses Click-to-Run, and all of these releases report the same version number, 16.0. Two products that share a version but use different installation technologies cannot sit on the same computer, so a machine running an installer-based Office 2016 takes no Visio of any generation, not even Visio 2016. The Office 2016 installation has to be removed before Visio 2019 Professional can be set up.

In which order should Office and Visio 2019 be installed?

Put the Office suite on the machine first, then install Visio 2019 Professional into the finished installation. Microsoft's own guidance is to install the older Office-family products before the newer ones, and to remove installer-based versions of Office, Visio and Project before deploying a Click-to-Run release. The detail that decides whether the second installation succeeds is the architecture: Microsoft states that all installed products must match in bit version, and its own example is that a 32-bit Visio cannot be installed on a computer running a 64-bit Office.
